Dr. AbdulJalil AlSaif (b. 1944) was born in Tarout, in the Eastern Province of Saudi Arabia, and holds a doctorate degree in the management of traffic safety from Michigan State University. He occupied various administrative positions in Traffic Public Department and the Ministry of Interior.
He is a member in the Shura Council since 2001, and a founding member of the National Society for Human Rights in Saudi Arabia. He is, also, a member in many local and international commissions, associations and unions like the National Safety Commission in the United States, International Criminal Police Organization in France (ICPO), Roads Union in Switzerland and the Society for the Prevention of Road Accidents in Jordan.
He participated in many researches and studies prepared in the National Commission for Traffic Safety in the field of traffic safety in Saudi Arabia. He lectured over that field in many Saudi universities, and prepared numerous training programs for car driving schools in Saudi Arabia.
Dr. Alsaif, also, participated in various local and international conferences related to traffic field, and he has been granted many certificates of appreciation and accolades from different governmental and civil institutions. He published a set of studies and researches such as the Comparative Study for Traffic Issues and Systems in Saudi Arabia, the Art of Driving Cars; Knowledge and Practice, the Development of Traffic Management Methods, and many others.
